Upland's houses, by era
Upland started as the northern end of George Chaffey's Ontario colony and incorporated as its own city in 1906. The population roughly quadrupled between 1960 and 1990, and Census figures for the Upland school district area bear that out: about a third of the housing was built before 1970, about half between 1970 and 1999, and roughly 15 percent since 2000.
The historic core
Upland has nine locally designated historic districts and a register of more than 580 historic properties. The Euclid Avenue District dates from 1895 to 1936, the Arrow/Laurel Bungalow District from 1909 to 1930, and Victorian Row from 1895 to 1926. Euclid Avenue itself is on the National Register. Many of these houses sit on raised foundations, which makes pipes easier to reach, but a lot of them have been updated piece by piece over a century. A plumber can open a wall and find new copper in the kitchen and original galvanized behind the bathroom, plus cast iron drains and clay sewer laterals running out to the street.
The 1970s through 1990s
Most Upland homes come from this stretch. They're largely slab-on-grade with copper water lines, and many still have their original pipe. At 25 to 55 years old, that copper is where slab leaks and pinhole leaks come from, and the original drain lines and fixture valves are due for attention too.
Up the hill toward the foothills
Euclid Avenue climbs from about 1,175 feet at 7th Street to about 2,000 feet at 24th Street. That's a big change in elevation over a few miles, and it's why water pressure varies so much from one Upland neighborhood to the next. A failing pressure regulator shows up as banging pipes, a toilet that keeps refilling, or a water heater relief valve that drips. North of the city line, San Antonio Heights is unincorporated county land, so permits there go through San Bernardino County instead of the city.
Your water: City of Upland
The City of Upland runs its own water utility and draws on groundwater rights in the Chino, Cucamonga and Six Basins. It owns most of two mutual water companies: 68 percent of San Antonio Water Company and 93 percent of West End Consolidated Water Company. Here's where the water came from in 2025, according to the city's water quality report:
- About 80 percent groundwater from nine City of Upland wells, seven San Antonio Water Company wells and four West End Consolidated wells.
- About 16 percent imported State Water Project water. It arrives through a 120-inch pipeline that crosses Upland beneath 18th Street and is treated at the Water Facilities Authority's Agua de Lejos plant on Benson Avenue, north of 17th Street.
- About 3 percent surface water from San Antonio Canyon, treated at the city's own plant. That supply depends on rain and snowpack.
Total hardness averaged about 120 mg/L in 2025, about 7 grains per gallon, but the range ran from almost nothing to 340 mg/L depending on the source. Moderately hard on average still means sediment in tank water heaters and scale in tankless units, so plan on yearly flushing.
Check your service line
Under federal rules, Upland inventoried its water service lines in 2024, focusing on homes built before 1987. The inventory is posted at uplandca.gov/water-quality. If your home is older and you're not sure what your service line is made of, look where it comes up out of the ground: gray pipe that a magnet sticks to is galvanized steel. A galvanized service line rusts from the inside the same way old house piping does, and replacing it is a common part of a repipe.
Permits in Upland
Plumbing permits come from the City of Upland's Building and Safety Division. Applications, plan uploads, fees and inspection requests all go through the city's online Citizen Self Service portal. Water heater replacements, repipes and sewer line replacements generally need a permit, and the licensed plumber normally pulls it.
Nearby
To the east, Rancho Cucamonga is on Cucamonga Valley Water District. South of Upland, Ontario shares the San Antonio Water Company and the Agua de Lejos plant.
Upland plumbing questions
Where does Upland's water come from?
Mostly from the ground. In 2025 about 80 percent came from wells run by the City of Upland, San Antonio Water Company and West End Consolidated Water Company. About 16 percent was State Water Project water treated at the Agua de Lejos plant on Benson Avenue, and about 3 percent was surface water from San Antonio Canyon.
Is Upland's water hard?
On average it's moderately hard. The city's 2025 report shows total hardness averaging about 120 mg/L, roughly 7 grains per gallon, but individual sources ranged from almost nothing up to 340 mg/L. Depending on which wells feed your area, you may see more scale than the average suggests.
My house is in one of Upland's historic districts. Is plumbing work any different?
The work itself is the same, but older houses take more care. Expect galvanized pipe, cast iron drains and plaster walls that are harder to open and patch. If a job changes anything visible from the street, like moving a water heater outside, check with the city's planning staff first.
How do I know if my water service line is lead or galvanized?
Upland inventoried water service lines in 2024, focusing on homes built before 1987, and posted the results at uplandca.gov/water-quality. You can also look where the line enters the house: gray pipe that a magnet sticks to is galvanized steel. A plumber can confirm it and replace the line if needed.
I live in San Antonio Heights. Who handles my permits?
San Antonio Heights is unincorporated, so building permits there go through San Bernardino County, not the City of Upland. Water service there can also come from a different provider, so check your bill.
